Franklin Street, Richmond, VA 23219 It was originally at 1000 DMV Drive. The move will help consolidate business offices for VWC headquarters, including hearing locations, VWC’s insurance office, and the Virginia Victims Fund. Free visitor parking is available at 301 E.
